Battle lines drawn over rostered hours

The AMA (WA) has made it abundantly clear to hospital administrators and the WA Government that it will not tolerate Junior Doctors being used as sacrificial lambs in any attempts to slash 3 per cent off the Health Budget.

Director General Dr Peter Flett first revealed in March that savings could be achieved by changes to JD's overtime, but alarm bells were sounded more recently when representatives from the Royal Perth Hospital JMO steering committee were advised that the hospital intended making significant changes to substantive rosters for JDs.

The Association understands the roster changes are designed to save the equivalent of up to 16 FTEs which raises serious concerns about the impact on frontline services, patient care, extra workloads, training and unpaid overtime.

The AMA (WA) has held meetings with the DIT Committee to prepare an action plan for dealing with the issue and has written to:

On April 2 correspondence was also forwarded to Dr Flett seeking assurances that JDs would be paid for hours worked.

The Association has not yet had the courtesy of a response from either hospital or Dr Flett.

AMA (WA) President Prof Gary Geelhoed has raised the issue with Health Minister Dr Kim Hames and hopes to meet with him next week to try and resolve the problem, particularly given the Minister publicly pledged that any Budget savings would not impact on frontline services.

Meanwhile, the Association has surveyed Junior Doctors throughout WA on the issue and will publish the results on its website shortly.

Dr Capolingua praised for tough stand

Dr Rosanna Capolingua will end her two-year term as Federal President this weekend when delegates at the 2009 AMA National Conference in Melbourne vote to elect a new President from the three candidates – Dr Gary Speck, Dr Andrew Pesce and Dr Aniello Iannuzzi.

AMA (WA) President Prof Gary Geelhoed paid tribute to Dr Capolingua for the leadership and commitment she provided during her Presidency.

"Very few Presidents have had to cope with such an overwhelming and threatening range of reforms as introduced by the Rudd Government," said Prof Geelhoed.

"Dr Capolingua refused to allow the profession to be damaged by these reforms and has fought hard to safeguard our standards and the welfare of our patients.

"Because of her tenacity and leadership, the Government now realises doctors will not be bullied and bulldozed into accepting changes that will cause long term pain to the profession and Australian families."

Prof Geelhoed said one of the great strengths of the AMA was the commitment of busy doctors to step forward to lead, despite the personal and professional costs to themselves.

"This is especially so for a WA Federal President and we owe Rosanna a great deal," he said.

The AMA (WA) Annual General Meeting will be held on June 10 at the Association's head office in Nedlands. The meeting starts at 6pm.

Industrial Updates

The AMA (WA) has been pursuing Health Corporate Network (HCN) and the WA Health Department over issues surrounding the additional leave the association achieved for on-call and for doctors performing ordinary hours on Sundays and public holidays.

These entitlements apply to Seniors and Junior Doctors in the public hospital system.

Open disclosure in practice - a clinician's perspective

This forum, to be held on Friday June 19 from 9 am - 12 pm, will provide an opportunity to discuss what makes open disclosure effective. Attendees will hear from Dr Tom Gallagher, a practising physician and Associate Professor of Medicine, renowned for his work in the field of open disclosure in the US.

WA Health Symposium 2009

The WA Health Symposium will take place on October 14 – 15 at the Perth Convention and Exhibition Centre. This year the theme is WA Health in Focus.

Health professionals are encouraged to submit abstracts for oral or poster presentations by June 30.

The 2009 Healthy WA Awards will also be presented at a gala breakfast on Thursday October 15. Award nominations are due by July 29.

Osteoporosis Australia in partnership with Australian New Zealand Bone & Mineral Society (ANZBMS) are holding an Osteoporosis Clinical Update Day on Friday June 26.

The AMA (WA) is selling the 2009 / 2010 Entertainment Book to help raise funds for the AMA (WA) Foundation.

This year the Entertainment Book features discounts for many of Perth's best restaurants, attractions and activities for families.

The books cost $65 each and can be paid for by cash, credit card or cheque (made payable to AMA (WA) Foundation). $13 from each sale goes to the Foundation.
